There is no doubt he purposely made what he considered to be a racial slur during a public event. Apparently, he was trying ot make up a totally new racial slur of his own. Perhaps Allen is counting on Virginia Republicans being as racist and he and trying to rally the base. Perhaps his inside the house voice came outside the voice. If someone actually believes he called this guy some obscure kind of monkey, I think they're giving the good Senator just a touch too much credit.
