		<description>It does not say whether the study showed the views of whites, blacks and Hispanics at the same school.  I suspect it does not.

It is interesting to see that the minority students know exactly what has to be done to improve their schools. What they are saying is exactly what Republicans have been saying about our inner city schools. 

Interestingly, those changes are violently opposed by the Democrats and the teachers' union.  And that is why the only solution to the problem is school vouchers.</description>

This reminds me of the Chris Rock routine in which people blame "SOCIETY." That hostile environment isn't making itself. 

A person (or people) are to blame, not this nebulous "environment."

Take your pick:

1) Administrators/Teachers who suck
2) Administrators/Teachers who simply gave up after trying only to be thwarted at every turn by parents who suck
3) Dumb-ass school boards and/or union rules that frustrate the efforts of teacher/administrators who still care
4) Punk-ass thugwannabe kids who need an asswhooping.</description>
