		<description>I'm guessing because only the terrorists knew we were at war at the time. 

These two men were killed during ongoing hostility on both sides. Besides they didn't get a full military "burial" so much as a repatriation. (and now that I think about it, didn't the firefighter guys get flags on their coffins?)</description>
